FAQ - Frequently Asked Questions

Is the Township zoned?

No, but there is a Subdivision and Development Ordinance we follow.

Do I need a Building Permit?

A building permit is required for buildings (Ordinance 07-74-01): the term “building” shall mean a structure which is designated and suitable for the habitation or shelter of human beings or animals, or the shelter or storage of property, or for use and occupation for some purpose of trade or manufacture, and shall include a mobile home or trailer when said mobile home or trailer is provided with utility service and either public or private water and sewerage service. 

A permit is required whenever an owner or agent intends to construct, move, re-locate, enlarge, alter, or demolish any residential dwelling. This includes Commercial buildings.

Car Ports/Lien Tos

A building permit is required for non-canopy car ports and lien to’s.

Do I need a PA Uniform Construction Code Inspection?

Under the Code, an addition is defined as any extension or increase in floor area or height of any building.


A permit is required whenever an owner or agent intends to construct, move, re-locate, enlarge, alter, or demolish any residential dwelling. This would include work such as: · New dwellings and structures, including modular home and mobile home installation (new or used) ·Additions of any size · Decks that have roofs and/or are over 30-inches in height at any point above the ground · Sunrooms ·Garages-1,000 sq ft or more. · fences over 6’ in height.


*Under the Code, an addition is defined as any extension or increase in floor area or height of any building.


Please be advised that a UCC Building Permit is required prior to the installation and/or construction of all above-ground swimming pools more than 24” deep and all in-ground swimming pools.

Is a permit required to install new window or door?

No, unless the size of the window or door is enlarged.

Is a permit required to install siding?

No.

Is a permit required to replace shingles on a roof?

No. Any change of trusses requires UCC inspections.

What are Building setback requirements?

All buildings or structures are required to be 20’ from all property lines and 40’ from all Right of Ways and Road Right of Ways. 

Fence Setbacks

Fences are not required setbacks, but the township recommends keeping the fence at least 2’ from the property line to enable maintenance without trespassing on adjacent property.

When do I call PA One Call?

You must notify PA One Call at 811 prior to digging. They will notify all of the utility companies that serve your property to mark buried lines.

Variances

Variance requests are to be on a township form with detailed reason for request and must be approved by the Planning Commission and Board of Supervisors. Notarized signature(s) required with neighboring property owners for property setback variance.

Do I need a Driveway Permit?

Any person desiring to construct, develop or locate a driveway shall first obtain a permit from the Township.

Driveway is defined as any vehicular access route serving one (l) parcel or lot and which provides access to a public street, whether it is surfaced or not, and including parking areas along the public roadway.

Does Clearfield Township have a burning ordinance?

No.

Does Clearfield Township have a recycling program?

We offer recycling bins for your use, but all recycling would be through your current waste disposal provider. 

Mailboxes

Mailboxes are placed in the township Right of Way and are the property owner’s risk. Mailboxes damaged by snowplows is not the township's responsibility.  

Signs

All new signs constructed and/or placed in the township require a permit and approval from the Planning Commission and Board of Supervisors. Permits are issued at the Township Office.
